VET in the ACT - Overview The ACT Government, through the Education andTraining Directorate contracts registered trainingorganisations (RTOs) to deliver governmentsubsidised training to eligible students. The ACT Government has a responsibility to ensuregovernment subsidised training delivers:productivity for the ACTvalue for money.2 3. VET in the ACT - Overview Funded training initiatives in the ACT are informed bythe ACT Skills Needs List. Enables the ACT Government to better targettraining to develop a productive and highly skilledworkforce. Used to assist in identifying which qualifications mayreceive government subsidies, and the level ofsubsidy provided.3 4. ACT Quality Framework The ACT Quality Framework sets the benchmark fordelivery of government subsidised training. Developed to ensure excellence and transparency inthe ACT vocational education and training market.4 5. ACT Quality Framework The Quality Framework includes:ACT Funding AgreementACT Standards and ACT Standards Compliance GuidesACT Audit MethodologyRTO Eligibility CriteriaRTO Risk Profiling. The Quality Framework will also outline performanceand behaviour expectations for RTOs.5 6. ACT Funding Agreement (ACTFA) RTOs are required to hold an ACTFA to access anddeliver ACT government subsidised training toeligible students. Holding an ACTFA does not guarantee funding. The current ACTFA expires 30 June 2015.6 7. ACT Funding Agreement (ACTFA) ACTFA version v2.0 will take effect from July 2015. Applications for ACTFA version v2.0 will be assessedagainst 51 quality indicators:Contractual compliance and performanceFinancial performanceService quality and outcomesStakeholder engagementTrainer and staff quality.7 8. ACT Standards The ACT Standards for Delivery of Training (ACTStandards) outline the mandatory standards for RTOsin the management and delivery of training.8 9. 9 10. ACT Standards Compliance Guides Each ACT funded training initiative has a ComplianceGuide. The Compliance Guides provide direction to RTOs on:how to interpret, implement and comply with the ACTStandards and additional initiative specificrequirements, when delivering funded trainingthe administrative requirements.10 11. ACT Compliance Audits In December 2013, PricewaterhouseCoopers (PwC)was engaged to review the audit process.Integral to the success of the grant funding process is an on-goingmonitoring regime to ensure funding recipients are meetingagreed milestones and other key requirements of their fundingagreements.The purpose of monitoring grants is to reduce risk, including therisk of fraud, ineffective project implementation and/ornon-completion.Implementing Better Practice Grants Administration: Australian National Audit Office 2010.11 12. ACT Compliance Audits Outcomes of the review include the development of:audit selection and sampling methodologyAudit Sanctions Matrixinitial stages of the RTO risk assessment criteriaincluding the methodology for prioritising RTOsfor audit.
